1. History: From Arab Rule to Iranian Control
Ahwaz — today Iran’s Khuzestan province — lies in southwestern Iran along the northern Gulf. The region has historically been populated largely by Arabs and was ruled by local Arab leadership until 1925, when Iranian forces incorporated it into the Iranian state. Since then, Tehran has pursued policies aimed at integrating the province, including administrative restructuring, demographic shifts, and cultural assimilation. These developments contributed to recurring tensions rooted in identity, economic inequality, and political grievances.
Most of the Arab population in Ahwaz is Arab Shiite Muslim. However, their strong Arab identity has remained central, creating a dynamic where ethnic identity often outweighs sectarian affiliation — a key factor in understanding the region’s political sensitivity.
2. Strategic Significance: Iran’s Energy Heartland
Khuzestan is one of Iran’s most important provinces. It holds a significant share of Iran’s oil and gas resources, major water reserves, fertile agricultural land, and critical infrastructure, including refineries and export facilities such as Abadan. Despite this wealth, the region has often been described as economically marginalized, which has fueled local grievances.
The province is strategically important because:
- It concentrates much of Iran’s energy infrastructure
- It borders Iraq and sits near the Gulf
- It includes key ports and logistics routes
- It has a large Arab population with historical grievances
- It plays a central role in Iran’s economic stability
These factors make Khuzestan both a strategic asset and a potential vulnerability for Tehran.
3. Relations with Iran: Identity vs. Sectarian Alignment
Ahwaz presents a structural challenge to Iran’s regional narrative. While Tehran often frames regional politics through a Sunni-Shiite lens, the Ahwazi case demonstrates that Arab Shiite identity does not automatically translate into loyalty to Iran.
The issue is therefore not primarily sectarian, but rather a combination of:
- ethnic identity
- socio-economic grievances
- political marginalization
- demographic concerns
This creates an underlying tension: Iran promotes Shiite solidarity across the region, yet faces discomfort when Arab Shiite identity emerges within its own borders.
4. Khuzestan Since the Outbreak of the War
Since the outbreak of the war, Khuzestan has become even more sensitive:
- Iran reportedly reinforced IRGC and internal security deployments across the province
- Increased protection around oil fields, refineries, and ports
- Air-defense systems positioned near strategic infrastructure
- Expanded checkpoints and monitoring in Arab-populated areas
- Concerns over sabotage, unrest, or external strikes
- Heightened sensitivity due to proximity to Iraq and Gulf maritime routes
These developments reflect Tehran’s concern that Khuzestan could become a dual-front challenge:
- A strategic energy hub vulnerable to military pressure
- A politically sensitive Arab-majority region with historical grievances
