Western Recognition—Symbolism vs. Substance

In the wake of the 2023–2024 Israel–Hamas war, several prominent European countries—most notably France, the United Kingdom, and Canada—made high-profile declarations about recognizing a Palestinian state.

A Lukewarm Arab Response—and Its Reasons

The establishment of an independent Palestinian state is a central mantra in Arab rhetoric and in the declared positions of Arab governments and leaders; therefore, one might have expected such announcements to spark enthusiasm in the Arab world and among Palestinians themselves. Instead, the response has been subdued. The reason, widely acknowledged by Arab writers and a majority of Palestinians, is simple: given the current fractured and factionalized Palestinian political reality, an independent Palestinian state would almost certainly become a recipe for disaster rather than a source of hope.

The Central Question: Why?

1. The Deep Ideological Rift—Hamas vs. Fatah

At the heart of the Palestinian crisis is a profound ideological split. Hamas, an Islamist movement ruling Gaza, is committed to armed resistance and rejects the two-state solution. Fatah (leading the Palestinian Authority in the West Bank) is secular and accepts negotiations, but is viewed as corrupt and disconnected from the street. This rivalry has led to parallel governments, mutual recriminations, and periodic violence—most notably the bloody 2007 Hamas coup in Gaza, which left hundreds dead and formalized the geographic, political, and security split between the territories.

2. The Weaponization Problem—Arms Outside the State

A second, and equally crucial, obstacle is the existence of armed factions operating independently of the state. Decades of Arab experience have made it clear: a state cannot be built when militias or movements like Hamas in Gaza, or Hezbollah in Lebanon, hold their own arsenals and operate outside the framework of the national government. This is not just a theoretical concern; the devastating consequences are plain to see in Lebanon’s long decline and Gaza’s repeated rounds of chaos and destruction. Both Arab and Palestinian discourse increasingly recognizes that only when weapons are under the exclusive authority of the state—never in the hands of extremist groups—can stability, security, and the rule of law be achieved.

The History of Failed Reconciliation

Intra-Palestinian unity efforts have consistently ended in disappointment, with talks producing only short-lived truces and renewed violence. To quote Hilmi al-Asmar,  Jordanian – Palestinian commentator, these unity agreements are “not worth the paper they’re written on.”

Poll: Palestinians, Statehood, and Internal Division

Palestinians themselves express mounting frustration and pessimism, citing internal division and leadership failures as the main reasons for their suffering and lack of progress.

A 2023 poll conducted by the Konrad Adenauer Foundation among 1,200 respondents in the West Bank and Gaza yielded revealing findings:

  • 38% see the establishment of a Palestinian state as their top priority.
  • A similar percentage cite the occupation as the main reason for not achieving that goal.
  • Crucially, the majority view the internal Palestinian split as the most severe issue since 1948 (even before the 1967 war).
  • More than half of those surveyed said the Palestinian Authority should be dissolved, citing corruption as the biggest problem.
  • 71% expressed support for the existence of independent militias.

The Arab Lesson: Only the State Must Hold Arms

A hard-won lesson has emerged in Arab and Palestinian commentary: no functional, stable, or prosperous state can exist as long as armed factions operate outside state control. The disasters in Lebanon and Gaza offer irrefutable proof. As long as “resistance” is a slogan that justifies indefinite violence and internal repression, and as long as rival groups maintain separate arsenals, chaos and misery will persist for Palestinians and the region alike. Here is for example a quote by Lebanese scholar Dr. Ridwan al‑Sayyid ” The ongoing presence of armed factions—particularly Hamas in Gaza and Hezbollah in Lebanon—undermines any hope of statehood, democracy, or rule of law. Historical experience shows that parallel military power held by factions instead of a centralized state is often a recipe for disaster”.

Conclusion: Why a Viable Palestinian State Remains Out of Reach

The consistent and unvarnished truth, as voiced by Arab and Palestinian commentators and the public, is this: healthy statehood requires first and foremost accountable leadership, and the exclusive control of arms by the state—without which the dream of peace, stability, and prosperity will remain out of reach.

In its current form, the Palestinian political system contains the highest possible combination of factors that virtually guarantee the failure of a Palestinian state: an intense and uncompromising ideological power struggle, the presence of powerful factions such as Hamas and Islamic Jihad that maintain independent military forces and whose agendas dictate violence and destruction, and deep governmental corruption and disfunction.

Palestinians themselves, as well as many in the Arab world, understand that given the internal Palestinian complexities, such a state would likely become a focal point for violence, instability, and failure. In light of this, one cannot help but wonder why Western countries—who undoubtedly recognize these internal Palestinian complexities—are seeking to promote an initiative for the recognition of a Palestinian state. Is this yet another display of good intentions whose outcome is likely to be very grim, or is it an initiative primarily driven by the internal political motives of Western governments?
